He was born in Angola / Portugal in 1962.
He is deputy director of the Military University Institute (IUM) and director of its Research Centre (since 2014). Director of the Flag Officers Course (since 2016). Director and scientific coordinator of the MSc in “Military Sciences – Security and Defence” and responsible for the Strategic Planning domain of this master’s degree (since 2014). Coordinator of the Specialized Commission about the PhD programme in Military Sciences (since 2015).
He has served in the working groups of the Military Higher Education Council related to: (i) the definition, characterization of the fundamental areas and recognition of the Military Sciences; (ii) the definition of lines of research and the program of Research, Development and Innovation (RD&I) with interest for Security and Defence; (iii) the self-evaluation of Military Higher Education Institutions (2012-2014).
He was director of the “FELINO 15” Exercise (in the form of “Forces on the Ground”), designed to exercise a Joint and Combined Task Force, constituted within the Community of Portuguese Speaking Countries (CPLP), in Peace Support Operations and Humanitarian Aid under the aegis of the United Nations (2015). He was the head of the Centre of the Joint Exercise “LUSITANO 16”, designed to exercise, among other objectives, the command and control of joint forces in the planning and conduct of operations, the implementation of NATO Crisis Response System procedures, and the operative articulation between the Armed Forces and the Security Forces and Services within the framework of the national counter-terrorism strategy (2016).
He was National Defence representative in the panel “Systems and Analysis Studies of the Science and Technology Organization / NATO” (2011-2014).
He served as international staff-officer at the Planning and Policy Division of the “Supreme Headquarters of Allied Powers in Europe / NATO” in the areas of European Union – NATO relationships, Mediterranean Dialogue and Istanbul Cooperation Initiative (2003-2006).
He has held positions of command, direction, staff or teaching in various Portuguese Army Units, namely in the Independent Mechanized Brigade, the Army General Staff, the Logistics Command, the Institute of Higher Military Studies, the Military Academy and the School of Military Engineering.
He was assistant to the Portuguese Chief of the Army Staff (2006-2007), Commander of the School of Military Engineering (2007-2009), and head of the Office of the Army Logistics Commander (2009-2010).
He has held planning and programming positions in the Operations Division of the Army General Staff, he was deputy of the Principal Military Expert of Portugal at FINABEL (organization of the Land Forces of 17 EU member states), and, cumulatively, teaching at the Institute of Higher Military Studies and at the Military Academy (1995-2001).
He was 2nd commander of the Engineering Regiment nº1 (2001-2003), where, by inheritance of functions, he carried out activities of Technical-Military Cooperation with the Republic of Mozambique.
At the Military Academy, he was director of its Research Centre and head of the Office of Studies, Planning, Evaluation and Quality (2011-2014).
He holds a degree in Military Sciences, in the Engineering specialty, by the Military Academy (1986). He holds a PhD in Systems Engineering – Decision Support (2000) and a MSc in Constructions – Expert Systems (1995), both from the “Instituto Superior Técnico” of the University of Lisbon. He also completed the “Engineer Officer Advanced Course” from the US Army (1989), the Army Staff course (1995) and the Flag Officers Course (2011).
He has scientific papers and articles published in Portugal and abroad.
